  • Description: Way to Home: Development of Adult Alternative Social Services in Georgia aims at creation of national system of adult alternative care based on the individual needs of beneficiaries. Particularly, it concerns the deinstitutionalization of two large boarding homes for persons with disabilities (PWD) in Martkofi and Dusheti and development of relevant family style services for the beneficiaries of these services. The aim will be achieved through complex strategy based on the human rights approach. The project strategy is based on following directions:

    Establishment of working group at the Ministry of Internally Displaced Persons, Labour, Health and Social Affairs (MoIDPLHSA) composed of policy makers, PWD community and experts in the field, which will review and provide recommendations on the project implementation, in partnership with Czech expert and supervise overall project implementation;

    Creation/update of normative framework for the organization of adult family style services (Quality Management Handbook, enrollment assessment tool, concept paper, DI strategy, technical regulations, review of related legislation and recommendations, monitoring framework, etc);

    Supporting of smooth transformation process of beneficiaries through assessing individual beneficiaries as well as staff of boarding homes, education and coaching of all parties involved and preparing beneficiaries for independent living in family style homes to the possible extent together with the staff. This will encompass the knowledge transfer from Czech experience through engagement of Czech expert as well as study tour for policy makers and service providers, member of WG to the Czech Republic;

    Development of infrastructure for new services (build/renovate and equip 5-6 family style houses/flats and existing facility in Martkofi for long term care purposes in compliance with the beneficiaries’ needs);

    Awareness Raising: Creation of favorable environments for integration of beneficiaries in the society though raising awareness in the society as well as local policy makers.

    Overall, the project directly targets 47 beneficiaries in Dusheti and 68 in Martkofi and around 115 staff of the care homes.
